I'm reviewing GFEs, apparent low submits GFE with 0% DBE. Second bidder submits GFE and exceed goal of 18%. The low solicited 95% southern CA DBEs where the 2nd bidder solicited 95% local DBEs. Low bidder stated no quotes recieved from DBEs. Review found that one DBE did submit a quoto. difference in bids is $12000. Is it a GFE
